County Charter Review Commission Background
A second comprehensive review of the County Charter was conducted in 2001.
The Commissioners reviewed the Charter in its entirety, heard testimony
from County officials and the members of the public concerning proposed
changes, and held public hearings on the proposed changes. The Charter Review
Commission submitted its report and recommendations to the County Council
in March 2002 for consideration and action. In turn, the County Council
submitted a number of Charter Amendments to the voters of the County for
approval. Among those changes approved at the November 2002 election was
the quadrennial appointment of a Charter Review Commission to review and
recommend Charter changes where appropriate.
Accordingly, in July, 2005, the County Council adopted CR-57-2005,
which established the 2005-06 Charter Review Commission and
provided for membership. The Commission
consists of seven citizens, three (3) appointed by the County Council, three
(3) appointed by the County Executive, and a chairperson who is
mutually
agreed upon by the County Executive and the Chairman of the County Council.
